Are some Blu-ray movies region free?

I know that Blu-ray are using region coding with their disc and players, but i’ve seen several movies being advertised as being region free and compatible with all players world-wide. I thought that maybe this was just with the earlier released movies, but i’ve seen recent movies such as "The Departed" advertised as region free.

    Blu-ray is not region free. If Blu-ray was region free, Hollywood companies and executives would not endorse Blu-ray as this would allow third world countries to be make illegal pirated movies. This is the same with HD-DVD as well.

    If you’ve seen anything in Blu-rays or HD-DVDs released mentioning that it is region free, more than likely it is a bootleg disc.
